Several states attempting to further criminalize protesting

Five states so far have legislation proposed that would increase criminal penalties for protesting.

North Dakota even wants drivers that run over and injure/kill protesting pedestrians to be exempt from criminal charges related to vehicular negligence that causes bodily harm.

Anyone else think this is completely insane? Isn't the entire point of protests for them to be obstructive enough to the point that your voice is heard? Protests lose all meaning if you have to stand in designated areas where nobody will give a shit. Why are we outlawing and criminalizing one of our fundamental constitutional rights?
