Call me cynical, but I really think that Duke got word this was going to happen, and then "withdrew" before the announcement. Makes them look like they care more about safety than about winning, while also looking like the NCAA said "We can't hold a tournament without the great and glorious Duke, so if they're out, we're cancelling it."
