They are literally playing each other to sort out seeds from what I can gather. Doesn't matter if you were 1 in the East going into the RR or #4. At the end of the seeding games your record determines if you are 1,2,3, or 4. I think. Not clear if previous record factors in or not but I think not.

The "Qualifying" round is 5-12 play series against one another. I think 7 games.

I agree it's all quite confusing and not very well publicized. Seems like a failed opportunity to me.
