Edit, Well, maybe not decades, but def more years than a woman, assuming everything else is equal (arrest history, etc.,).

She is. Whether she should be is a totally different argument. If this kid was her next door neighbor the groping/kissing would be legal as he's 16. I don't really have a problem with the sentence though. She knew what she was doing and she knew it was illegal. Just didn't care or didn't think she'd be caught.

Unfortunately there are more cases like this that never get prosecuted.  Schools know and teachers quietly resign.  My son's HS had a teacher who pretty much vaporized at spring break.  All students were told was they had a new teacher to finish the year.  Coincedently another teacher, the girls basketball coach resigned and his daughter transferred back to school in neighboring state.  

Turned out the basketball coach coach was having an affair with my kid's teacher when her husband, a policeman found out.  When she confessed to her husband she reportedly she also confessed to carrying on with one of my kids baseball  teammates.  The pissed off husband filed for divorce and spilled his guts to the president of the school board and the district superintendent.

According to my friend on the school board they couldn't prosecute because the student was 18 when they had their fling and he wouldn't testify.  The only thing the board did was write poor reviews for both teachers noting among other things they both resigned due to personal reasons prior to the end of the year.

Unless you get students who are involved with the teachers, regardless of gender, the school may be able to get rid of them but crimnal prosecution is almost impossible.
