As for qualifications, he was on board with a company that tried to patent a toilet specially designed for guys with big dicks.  That probably put Biff as one of the most qualified acting Directors in putin's puppet boy's Cabinet.

He's most likely under investigation by the FBI for his involvement with this $26 million scam company.
