It turned out, however, that the government had no plans for how to distribute the vaccine, despite knowing for two years that it was coming. The day after the Salk announcement, April 13, Oveta Culp Hobby, the first Secretary of Health, Education and Welfare, went before Congress and disputed suggestions that the distribution should be regulated or managed by the federal government or that it should be compulsory.
Wonder how many kids needlessly got polio due these bumblefucks.

By the end of 2021, 69.9 percent of Michigan toddlers — 19 to 35 months — received their core series of vaccines. Michigan’s DTaP vaccine, which protects toddlers from diphtheria, tetanus and pertussis, was 72.6 percent in 2021 compared to the nation’s 87.2 percent in 2018; Michigan’s vaccine coverage for teens against meningococcal disease was 77.0 percent in 2021, compared to the nation’s 89.3 percent in 2018.

If it is a failure of leadership then the Republican Governor who was before Governor Whitmer is also at fault.
Before the pandemic, Michigan ranked 33rd among states in childhood vaccine rates, according to 2021 America’s Health Ranking by the United Health Foundation. That report was based on 2018 vaccination rates.

Actually the rate of vaccination among Michigan school children improved substantially under Gov Snyder. The numbers you give suggest that has reversed under Whitmer.

Total guess at the 30.1 % not vaxed:
25% of them religious
25% of them contrarians just don’t want to be told what to do
25% legit worried they’re more harm than good (as a parent you sit in there and read the litterateur of what could happen and intellectually you know it’s one in a million but you’re scared)
25% of them just didn’t know they were supposed to do it.
Side note: I honestly think American is getting tired of the RQA’s of the world. Five years of them pointing complaining blaming “the other side” and their politics of hate. It’s going to be a while longer but maybe in five more years They will be such a small fringe that our country will not have to tolerate the venom of Fox News and the far left and right. I see Trumps numbers are dropping dramatically with uneducated white men and also evangelicals. His rallies I hear aren’t as well attended. While he wont go away, I think America is getting tired of his derision

Looking at all the information I could find, including an unclassified Congressional Report on Russia's nuclear forces, it was unclear how many of the deployed missiles were liquid fueled.
They were replacing the liquid fueled ones with solid fuel ones in the silos but exactly how far that has progressed was unknown. Their latest missiles, for larger payloads, are liquid fueled and their deployment status is also unknown.
Trying to discuss anything with RQA is like talking to a wall, well really talking to a wall is better, as it doesn't tell lies.
