Just one comment right off the bat, after listening to this; the Constitution when ratified, did not limit who could vote.  The State laws did that, thus the comment by the one fellow is incorrect. The Admentments to the Constitution regarding voting only ever defined who was absolutely able to vote, it never limited who could vote.
