Penn State is locked into the Pinstripe Bowl - there are a ton of PSU alum in NYC area.

If anybody is left out it would be Illinois but I don't see that happening

I think Illinois or Rutgers will be left out. If the bowls still have a choice in determining what teams are going to the bowls, they will go with the team that has more people in the stands. Although I have no idea how well people travel for .500 or .550 teams. I don't remember a lot of MSU fans in the stands at the Alamo Bowl, or whatever we played in a few years ago.
