It appears Floyd is the winner. Steve cannot win if he did not commit to a decision for each state + D.C. Floyd did an excellent job and only missed NC. He also called Nebraska's 2nd correctly.

This is long overdue. Floyd flies under the radar on this board, but is probably our best poster. He rarely gets the recognition he deserves.
