Didn't you notice the signs? They said "Finish" the wall. He's convinced them he's been building that thing since day one. Millions of miles of it, I"m betting. They'll believe him. MIT has said a real protective wall would cost upwards of 67 billion dollars. What kind of cash does el choppo have? 600 Million? 700 million? They shoudl just use that money for a down payment on a new stadium somewhere.
