Absolutely. He should, but will he?

The CC permit he ought to surrender himself. The job thing I'd have to know him and his record better. There might be an appropriate punishment short of wrecking him.

He gets a week off without pay and a note in his record that goes away if he doesn't screw up again in the next 5 years.

25 years and union protection means his pension is safe.
