That was one of the justifications, though it was more in the 1990's with Bill Clinton and his "triangulation" strategy to win votes.  Reagan's success with "working class" voters shook up the Democratic Party and the "egghead" response to Reagan's & Clinton's success was for the Democratic mainstream policies to be driven by neoliberal "belief in unfettered markets", aka globalization. (though even Carter had been moving towards "deregulation" starting with the airlines)

That thinking has hung on sort of, since the 1990's, in the Democratic Party, though there has been a growing backlash, called the Progressive wing of the party.  Putin's adventurism & China's swing back to a highly authoritarian governing style since their economic liberalization in the ought's (2000 - 2009), has discredited the "trade will bring democracy" ideas.  The neoliberal belief in markets, combined with the Reagan changes to how corporations are regulated (anti-trust & legalizing stock buy backs, along with rewarding corporate management with stock options) have created an economy in the US in which mom & pop businesses are at a disadvantage verses the big corporations for any market segment the big corporations decide to invest in.  (The big one they have been after since around 2008 is Healthcare)

TM's comment goes beyond just ignoring neoliberal globalism, in that the largest & most significant economic area of deregulations since the 1970's is banking and finance, and since it has been deregulated, capital is fungible, moving to whatever global location it can gain the highest ROI.  That a Chinese corporation sees an investment opportunity in the US, due to the IRA, means jobs in the US instead of China.  This does not solve the deregulation issues which destroyed many small businesses which were at one time viable, and the resulting destruction of the hopes of millions of people in the US who owned or relied on those businesses for their livelihoods, but it is moving employment in a better direction.

In the meantime. Grand Ledge is gearing up to shoot down the mega site just north of their airport. From the article it appears as though they want their kids trespassing on farmland and would rather have a solar farm instead of a chip or battery factory.

I was blocked on twitter by some nazi republican who was once head of the Michigan chamber of commerce and is going crazy with Whitmer's dealisng with China. I just don't get why people are turning economic development into statewide and nationwide politics.

I've said on this board that not 100% of what the Trump administration actually did was bad, 85% maybe, but some of his economic moves & policies about starting foreign wars were okay. (Not the tax cuts, that was stupid)

It’s all about CHINA until Trump is re-elected. Then he and his cronies will approve building plants in GOP friendly states because they are job creators.
