Because a kid (like 16 or something) is holed up in his house high on meth and apparently he has an assault rifle.  

Just a reminder to you again that your local police are essentially a poorly trained military force.  There are also snipers on adjacent rooftops.

I read an article the other day that said there was a correlation between escalators and meth use. The fewer the escalators the more the meth use.
