Difficult to say. If he does build the wall, then you'll know that he was speaking literally. Probably best to assume that it was figurative/metaphorical until then, though. I think. I'm still getting the hang of this literal/figurative thing myself, because I'm not as good at business as Trump is. Maybe lebowski can weigh in, seems like he's got it figured out.
