Same reason Bo Ryan teaches it to his players - it gets calls and the punishment is minimal or nonexistent.

Let me rephrase: "I honestly do not understand why it is allowed to continue as part of the game... ie: I wish they would at least yellow card all flops."

I think they are directed to do so, but the call is almost impossible to make in real time.
I just wish there would be a cultural change among the players where it would be frowned upon to roll around on the ground like your daughter throwing a tantrum while you're babysitting. Every sport has things that are verboten not necessarily by rule but by understanding among the players. In soccer, after an injury the opposing team usually kicks the ball out of bounds purposely to give the player a chance to be treated. The injured player's team then returns the ball on the resulting throw in. If something like that can be a generally accepted unwritten rule, so too could not acting like you've been shot after someone clips your f-ing shin (which is guarded by padding, by the way).

He's their best defender, so yeah. With him out, Portugal is more susceptible to a set piece goal. With Coentrao out, they're less dangerous on the counter.

That unwritten rule exists in many countries - players are humiliated in the press and the terraces if they behave like that. Unfortunately the practice is celebrated in some other, lets say "greasier", countries

Meh. The greasy countries may do it more dramatically, but it's pervasive in the sport. Players from every country roll around like they've been shot when they trip and fall onto soft grass and it's pathetic. I still enjoy the sport, but it's embarrassing.
