I'm cheating and pushing to $22. Kroger regularly has Clos Du Val Cabernet on sale for $22. Fantastic cab at any price. Normally it's $35 or so, and worth that.
Trader Joes has several good cheapo reds, one is a meritage, which I forget the name, but if you just go ask for the favorite meritage everyone talks about, they will know which wine.

Line 39 Pinot Noir is $8.99 at Gelsons. One of the best Pinots I've ever tasted, and I've tasted a lot.

One of their outstanding cheapo reds (that tastes much more expensive) is Concannon Petite Sirah. Delicious.

Gnarly Head Old Vine Zinfandel. Not as good as 7 Deadly Zins, but not as expensive, either.
