So, Tyrod Taylor is guaranteed 27.5 million next year if he's on the roster March 12
He has a groun injury. He consults with a doctor he decides to have surgery. That's fine. But evidently he doesn't consult the Bills. They release a statement using the term "he elected" to have surgery.
Odds he passes a physical on March 11th? What team would pay him that money?

The Bills are on the hook for the money. Not another team. If they cut him while he is hurt, they owe him a $15.5M bonus plus his $12M base salary. They have to make a decision by March whether to cut him or pick up his option. Right now it looks like they want to cut him, but as you said, that would mean they are on the hook for $27.5M (since he likely will not be healthy).
I do not know why the Bills want to get rid of him anyway. Outside of Romo, who else is in the free agent pool? Are they better off with Jay Cutler than Tyrod Taylor? Probably not. He might actually be their best option. The Bills are trending toward Browns-style management. It's a complete mess.
