Probably intentionally. Response speeches are pretty much a joke that should just be stopped. I mean, those really worked out for Marco and Jindhal right? If I were picking who I wanted to do that speech I'd throw out the person least likely to ruin their career since really no one cares as long as they don't do something stupid.
