The IRS falls somewhere between grossly incompetent and obstruction of justice, or to put in simply, bad and really, really bad.

I don't give them a pass.  I think the handling of this by the frothing republicans fighting over who can get the better soundbite is just sad and hilarious.  They could hammer the IRS on this, possibly, but the morons can't get out of their own way because they're all so bonered about who can look more outraged on camera.
