"Limited Cognitive Ability"

Mullen did think Mattis appeared unusually afflicted that day. Mattis often seemed burdened in his role. His aides and friends say he found the president to be of limited cognitive ability, and of generally dubious character.

Somebody help me. Is a guy with the following a reliable source to describe someone as having "Limited Cognitive Ability?

I thought Mattis lacked courage. He sat on his hands while Trump attacked our institutions, our press, people of color, immigrants seeking asylum, said cruel things to disaster areas (puerto rico, california) and so on.

I can't say he "sat on his hands" but obviously at some point he couldn't take it anymore.  Pretty sure an orange fuck face twitter search would show he and Mattis didn't really see eye to eye.  Not gonna consider the guy a Deity but I don't see his characterization of Trump as a bitter ex employee

I just remember the msm obsession with painting Snt Kelly and Snt Mattis as the adults in the room and they did the job to keep an eye on Trump. Funny I haven’t noticed any difference in Trump prior to or after them both leaving.

Leaning towards dementia. He can't continue to lie this bad and blatantly. I think his limited cognitive ability prevents him from remembering anything, like what he just said.

I think I came to that conclusion after watching him gush glowingly about the big letter Kim Jong sent him. He went on about how many wonderful things were in it. Then when asked a couple minutes later what was in it, he goes 'don't know, I haven't opened it yet'.
