A quick Google search comes up with several results saying that the Speaker doesn't need to be a a member of Congress, so it may be pretty clear, even if that means it isn't explicitly said.

It isnt that hard to find that it isnt some obscure idea buried deep in Madison's notes, and it sure as hell isnt a conspiracy theory that the Speaker doesn't need to be a member.  It's the actual US Government's official "Guide to the Rules, Precedents and Procedures of the House".

But a Speaker Cheney may be able to temper some of the bullshit that Rs want to do to kiss ass to Trump and the lunatic fringe, like impeaching Biden and half the cabinet.

My point is that I think there are enough moderate republicans to get this done just to piss off the republicans. No matter if it’s McCarthy, Biggs or Cheney it’s going to be a two year shit show. Cheney would make it more entertaining.

That is "only" a HOR rule, not the intent of the members of the Constitutional Convention.  As a HOR rule it probably would not be challanged, and there is no judical body which can overrule it on Constitutional grounds.(The Constitution stipulates that the HOR shall establish irs own rules, thus the courts cannot be involved)
