5. More presidents have been inaugurated in March than in January. Thirty-six inaugurations have been held in March. With Trump’s inauguration, twenty-one will have been held in January. Until 1937, presidents were inaugurated on March 4. (The public inaugural ceremonies were generally moved to March 5 when Inauguration Day fell on a Sunday.) The Twentieth Amendment moved Inauguration Day to January 20 (the public ceremony can be moved to January 21 in years that Inauguration Day falls on a Sunday, as happened with Ronald Reagan’s second inaugural in 1985). FDR’s second inauguration was the first to be held in January. The only elected president not to be inaugurated in either January or March was George Washington. His first inaugural took place on April 30, 1789.
6. John F. Kennedy was the last president to wear a hat to his inauguration. Wearing hats, in particular top hats, used to be tradition. JFK wore a stovepipe hat to his inauguration, but took it off when he took the oath of office. No president since has worn a hat to the inauguration. (Some writers list Richard Nixon as the last president to wear a hat, but I haven’t been able to find a photograph showing that he did. Please send along a link if you have one.)

Sounds like Trump brought the transition in under budget. Is supposedly returning a couple million to the Treasury. It'll be interesting to find out how common/rare that is.

His office also forgot to hire a bunch of needed staff members. The Obama transition team hasn't been able to prepare their successors because no one has been hired.

His office also forgot to hire a bunch of needed staff members. The Obama transition team hasn't been able to prepare their successors because no one has been hired.
Seems to be the rumor though I've not seen what part of government isn't functioning tomorrow. Of course the Dems in the Senate are going to possibly allow 2 cabinet members be approved tomorrow. In 2008 7 had been approved by now for Obama.

This is 100% true. My wife knows someone that works in DC. All of their work ground to a halt in December because the president elect was more concerned about tweets than assigning new staff to a bunch of different programs.
We're in for a hell of a ride.

By the end of the first week of December 2008, Obama had named a dozen people to his White House staff. Those people play a role in vetting nominees and moving the transition along. By the first week of December 2016, Trump had named four.
You are also discounting that while nominations were made, vetting and the regular paperwork required before a confirmation hearing can be scheduled was slow to start. Standard information for background checks and financial disclosures were not always started before, or even immediately after, the nomination was made.
So let's try to collect as much information as we can, look at the big picture, and then assess before making everything partisan and blaming "dems" and "libs" for all of your problems.

Question for you. Who does the vetting/ethics? Could they affect the speed of the process?
A range of actors are involved. Here is a pretty big oversimplification of the process. First there is internal vetting by the transition team and procedures for establishing security clearance. Second is a White House General Counsel background check, which I believe involves the FBI. While this is happening the nominee works with the Office of Government Ethics in completing an ethics check and financial disclosure forms. Third, after all of that is completed, the information goes to the relevant Senate committee and a confirmation hearing is held.
There have been major hangups between the second and third parts of the process I describe above. In some cases the transition team and the nominee have taken forever in getting the required disclosure forms completed, or have simply not completed all of the forms. Part of the problem can be attributed to the disorganization of the transition team. Another part of the problem is the nominees themselves. I have heard people say it would take the average person a full day to complete the required disclosure forms. Now imagine if you are Betsy DeVos or Steve Mnuchin trying to disclose all of your finances.
