I read a similar article earlier today. Important bit of info they don't put in the headline:

"The report found that 7,175 hate crimes were reported by law enforcement agencies in 2017, up from 6,121 reported incidents in 2016. While the number has increased, the number of agencies reporting also increased by about 1,000."

Define agencies. Is an "agency" defined as a reporting entity? If so, it seems to rise proportionately. 1000/1000

I would think the synagogue shooting would be one reported incident (unless they count each victim individually), and whatever law enforcement agency that handled the investigation would presumably be the reporting agency.
