Abbot knows his re-election is suddenly at risk.  

He and his campaign have seen the snap polls done after the school shooting in his state and it requires at least the appearance of action.

Abbott may be counting enough of the 2nd Amendment true believers in the Texas legislature to provide him with a veto proof rejection of any proposal seen as anti-gun rights.
