It seems they are the only outlet reporting it as such, and they are now, per the Internet, stepping back from that claim.

Having lived in Rochester and visiting Michigan often, I can say Turtleneck speaks the truth. Unless you want to go to Niagara Canada, no reason to be taking the rainbow bridge.

Bad news for republicans/libertarians, sounds like it wasn't a terrorist attack.
