DOJ Report: Texas DPS refusing assistance and delaying investigation

Only two law enforcement officers in leadership positions with the main responding agencies had training in Incident Command Systems (ICS) and National Incident Management Sytems (NIMS), according to the DOJ report.

“In critical incidents, particularly events involving multiple jurisdictions and disciplines, the understanding and use of NIMS and ICS are essential to the successful sharing of information and coordination of resources, tactics, and investigations,” the DOJ report states.

Those two officers were Uvalde CISD Police Chief Pete Arredondo, who had completed 32 hours of training, and the Texas Department of Public Safety South Texas Regional Director Victor Escalon, who arrived shortly before the classroom was entered, had completed 88 hours, according to the report.

In addition to the integrity of the crime scene inside the school being jeopardized by leadership shortfalls, the DOJ report states DPS declined the FBI’s offer to assist with the collection of evidence from the car wrecked by the shooter. The report states there was an urgent need to preserve the crime scene with a forecasted major storm moving in.

As a result, “the storm brought heavy rainfall and winds that washed out the crime scene and compromised the evidence, which included one of the subject’s two rifles, casings from shooting at the funeral home employees, and other personal items inside the vehicle,” according to the DOJ.

KXAN found this wasn’t the only instance DPS refused help or denied other agencies information further delaying the investigative process, the report states.

In the 60's & 70's the people in power at the colleges quickly learned to sit down with the protesters and negotiate acceptable boundaries, as long as the protests were not turning into riots.

You can see his hand on the holster. He’s ready. He knew what his next move was going to be. I’m shooting her and it’s gonna be in the head. Why? Shoot her in the leg, he’ll stomach. I don’t know.

You can’t convince me a good number of these cops don’t have a fetish to kill someone. They can’t wait. They live for this moment. It’s what their whole life revolves around. They dream of pulling the trigger.

Enjoy the rest of your life in prison. Hope it was worth it.

Geez, her "rebuke" comment seemed like a joke and he's got his fuckin hand on his gun? I don't understand why he suddenly turned aggressive. Not only did he pull his gun on her unnecessarily but she ducked hiding and he pursued her to shoot her in the head. What ever happened to a defensive posture if you feel threatened? Back off and hide yourself, instead he moved his own body to get a head shot on a hiding woman. That guy better rot in prison and hell.

The shooting victim could have been shot with rubber bullets in the torso or legs. I know some county road patrol deputies that have a gun that shoots a 41mm beanbag and there is also tasers.

The county’s lax background check system is going to cost Sangamon County millions in settlement for hiring the deputy given his resume.

Until the local, county and state start having their law enforcement retirement funds at least partially responsible for the increased premiums and settlements, law enforcement personnel have little incentive to hire more carefully.
