Yep, I'm accepting that this is just a lost year. Only thought I have on sports at this point is lets get a lot more testing going so we don't lose 2021.

That’s how I’m approaching it. Nothing’s happening until there’s a vaccine or very effective treatment.
As best as I can tell, the only way to put teams together w/out risking an outbreak is for every player, coach, and support personnel (incl. League and Conf.) to quarantine alone for two weeks, then teams isolate for the season. It’s impractical and asking a lot, especially college age athletes. At least pros would be getting paid. And it probably wouldn’t work because someone, probably more than one, would try to do something outside the rules and wind up exposing the entire group.

Ohio State and North Carolina disagree. Both pausing football, hoops, etc. workouts (as have a bunch of others).

Big Ten confirms it will go with a conference-only football schedule in 2020
“By limiting competition to other Big Ten institutions, the Conference will have the greatest flexibility to adjust its own operations throughout the season and make quick decisions in real-time based on the most current evolving medical advice and the fluid nature of the pandemic,” the league stated.

I kinda view a “conference only” schedule as them saying they’ve already cancelled the first three games of the year. Did they announce a start date for the conference only schedule?

I don't think so, but the statement said something about how staying within the conference, it allows them greater flexibility with scheduling. That makes sense. No worrying about other teams' schedules which is beneficial with so much uncertainty. The B1G maintains complete control over when games start, end, pause, restart, move, reachedule, etc.

It definitely makes them much more nimble.Â
On the spring football idea that is being thrown around... would the plan be to skip fall of 2021 too and target a restart in fall of 2022?

Someone has broken down the covid situation by statistical area in which NCAA schools are located. The interactive map let's you choose by FCS or FBS, and you can select by conference.
Quick take away is that the B1G and the MAC are doing the best overall among the FBS. MSU, OSU, and Wisconsin are the worst in the conferences, with MSU's likely impacted by the Harper's outbreak.

Moving to the spring would be dumb - big time players should/would sit out to prep for the draft and too quick a turn around for the next season
Adding in conference games would be dumb - why remove games just to add other ones. Iowa playing Rutgers is somehow less likely to kill everyone than Iowa vs Iowa State. If you're going to remove games, just remove them without adding others. Keep the conference schedule the same but spread the games out over the entire season.

“Any recommendation on a pathway toward a safe return to sport will depend on the national trajectory of COVID-19 spread,” said Brian Hainline, NCAA chief medical officer, in a statement. “The idea of sport resocialization is predicated on a scenario of reduced or flattened infection rates.”
In his own statement, the president of the NCAA sounded an ominous alarm for fall sports, including football.
“When we made the extremely difficult decision to cancel last spring’s championships it was because there was simply no way to conduct them safely,” said Mark Emmert. “This document lays out the advice of health care professionals as to how to resume college sports if we can achieve an environment where COVID-19 rates are manageable. Today, sadly, the data point in the wrong direction. If there is to be college sports in the fall, we need to get a much better handle on the pandemic.”
