A lot of things psychology are like that. Hard to quantify human psychology. It may not be perfect but it's pretty spot on

As I said, psychology is sometimes not very scientific. There is definitely method but ultimately they often rely on self reporting of individuals and while that can serve as a data point, people lack self awareness and are flawed in their perspectives. You can only do so much with that so I imagine that field more than others relies more on intuition, some luck in making connections, a great deal of observation and at some point a preponderance of sometimes bad evidence
