You are not an idiot, but the acronym is more a political insider one.
Get Out The Vote.
How this is done is that each possible voter is identified, and various data attributes are codified for them from publicly available sources, such as buying Facebooks user data as Trump did in 2016, in his case for sending targets ads to individuals.
At one point after the 2016 election both parties were keeping a list of every voter in the US with hundreds of data points about each voter to try to keep their GOTV lists up to date.
These lists are then sorted into "our voters", "their voters" and "potentially our voters".
Then the "our voters" and "potentially our voters" are contacted, months before the election, to be verified as either "our voters", still "potentially our voters" and "their voters".
This sorting goes on all the way through the election.
During the election we make sure that "our voters" from the lists from months of work, and the still "potentially our votes" actually do vote. This can be as detailed as monitoring the precinct voters lists on election day and contacting the voters who have not yet voted.
GOTV is what turns out as many as possible of the voters who vote for us during the election.

I'm past 60, worked, have worked in multiple campaigns with meeting with campaign managers for US Senate (Spencer Abraham never that vote coming), Governor (Jim Blanchard who picked a much older running mate and Martha bit him in the ass) and several congressional campaigns, one of which Peter Meijer defeated current member of Congress Scholten (GOP didn't know what they had there)
Major donors, US Senators, members of Congress and others who aren't in the media are calling for Biden not run in November.
